The Impact of Corruption on Energy Efficiency from the Political Economy Viewpoint

Abstract

Concerns about higher energy demand have led governments to have different motivations such as improving the trade and industrial competitiveness, energy security, improvement in living environment and finally economic development and to follow the efficient use of energy. Since empirical studies have emphasized on the role of corruption in the investment, growth and environmental policies, the study of energy policies and their environmental and geopolitical importance has also been fruitful. The main purpose of this research is to study the impact of corruption on energy efficiency across 57 selected countries including OECD and oil-rich non-OECD members over the period 2002 to 2011. We used the Dynamic panel data analysis of Generalized Method of Moments approach. The results demonstrate that corruption affects significantly and negatively energy efficiency. Since energy policy is an example of market failure, hence, in order to enhancing energy efficiency, the governments should impose restrictions on administrative bureaucracy with the aim of preventing abuse of power by politicians, and governmental employees. Immunity and freedom of the press and media in addressing violations of regulations not only make different political groups to monitor and expose corruption but also increase the opportunity cost of crime. As a result, the implementation of energy efficiency programs can be improved.
